Is Russia's current actions a shot across the bow of would be NATO nations?

Considering President Bush and Vladamir Putin had a discussion about this at the Olympics I don't see the US having a problem with this. Then President Bush talking and smiling while talking to Putin seems that we don't have a problem with it.
